What
At Harrow Parent Carer Forum (HPCF), we have put together a list of useful links to understand about the Schools white paper and SEND reforms. Remember nothing is going to happen or change yet. If you have any questions, please email us at info@harrowparentforum.org
What is it? The government has set out proposals to reform the Special Educational Needs and Disabilities (SEND) system in England in its schools white paper. The schools white paper & SEND reforms was released on Monday 23rd February 2026. This marks the beginning of a 12-week consultation process ending on 11:59pm on 18 May 2026. The publication of a white paper does not change existing SEND law. Your child’s legal rights to support remain in place.
What we will be doing in Harrow? We will be reading the white paper and associated documents to understand and be better placed to inform and support Parent/Carers. Harrow Parent Carer Forum will be submitting a formal response. We urge each of you also to submit your own feedback. This really is a once in a lifetime chance to comment on the proposed changes and new processes. We will also meet with professionals in the LA and Health to gauge their feedback and look at areas where we can work together to ensure the feedback we give to the consultation represents the local picture in Harrow. We will also be arranging a meeting with local MP’s.
What can you do? You can take part in an online feedback consultation. You can also respond to this consultation via email at SENDreform.CONSULTATION@education.gov.uk, or by post to: SENDAP Reform, Sanctuary Buildings, Great Smith Street, London, SW1P 3BT.
