Holiday, Activities and Food (HAF) Programme 2024

We take great pride in delivering a high-quality, inclusive programme that offers a diverse range of activities while also securing additional funding to support young people facing economic hardship but not eligible for Free School Meals (FSM).

Our borough has many large families, and the FSM criteria do not necessarily consider the number of children in the same household, meaning many families facing poverty are ineligible for FSM. This is a concern to us, and we remain dedicated to supporting these families as much as possible.

5,957 Children and young people attended HAF programmes in 2024, including young people with SEND needs. This was achieved through 115,194 hours of activities in Easter, Summer and Winter.

This programme would not be possible without the strong partnership between Harrow Council, Young Harrow Foundation (YHF), and the DVS Foundation. YHF, commissioned to lead on HAF delivery, has done an exceptional job year after year with its extensive local network bringing together not-for-profit organisations, private providers, and schools in a collaborative model unique to Harrow. It is this network—built on trust, community insight, and a shared vision for a better borough—that underpins the success of Harrow’s HAF programme.
